Our Organisation

TOG Aviation College operates under a governance structure designed to ensure strong oversight, academic quality and effective operational management. The College is governed by a Board of Directors responsible for strategic direction, risk oversight and institutional governance. Supporting the Board are specialist committees focused on academic quality, audit and risk management, as well as an Industry Advisory Committee that provides industry insight to help ensure training programs remain relevant to workforce needs.

The Managing Director is responsible for the overall leadership and development of the College, supported by an Operations Manager who oversees administrative, financial and digital learning systems, and an Academic Lead responsible for training delivery and academic oversight. This structure ensures a clear separation between governance, academic delivery and operational management while supporting the College’s mission to strengthen aviation workforce capability in Papua New Guinea.

BOARD CHAIRMAN

Independent board director

Michael Jelliffe brings extensive aviation experience across operations, safety management, training, organisational leadership and governance in both Australia and Papua New Guinea. His aviation career spans more than five decades and includes experience in flying, instructing, ground operations, operational management and air traffic control.

His qualifications include Airline Transport Pilot Licence (ATPL), Instructor Rating, PNG Commercial Pilot Licence, Master of Arts (Intercultural Studies), Diploma in Quality Auditing, Certificate IV in Training and Assessment, and Graduate Certificate in TESOL. He is also a member of the Papua New Guinea Institute of Directors.

As Chairman of the Board, Michael provides strategic governance oversight and aviation industry expertise to support the development of TOG Aviation College and its mission to strengthen aviation workforce training in Papua New Guinea.

Tina Bogen is an experienced vocational educator with extensive experience in technical and vocational education and training (TVET) in Papua New Guinea. She has worked as a trainer and student welfare coordinator at IEA College of TAFE, where she contributed to curriculum delivery, student support and training program development.

Her qualifications include a Bachelor of Secondary Education from the University of Goroka, along with professional certifications in training, assessment and counselling.

As a Non-Executive Director, Tina contributes education sector expertise and training delivery experience to the Board, supporting the College’s commitment to quality vocational training and learner-centred education.

OPERATIONS MANAGER

Brian Gresford is the Operations Manager of TOG Aviation College and brings more than two decades of experience in information technology systems, operational infrastructure and enterprise technical support across Papua New Guinea. Throughout his career he has supported complex organisational environments in sectors including energy, resources and corporate services, managing digital infrastructure, network systems and operational technology that support large-scale operations.

 

Brian is an experienced systems administrator and technical specialist with a strong background in network infrastructure, digital systems and operational support. His qualifications include industry certifications in information technology and systems administration, reflecting his practical expertise in managing technical environments and organisational systems.

As Operations Manager, Brian oversees the College’s operational systems, digital learning platforms and administrative infrastructure. His role ensures that the College’s technology, financial processes and student services systems support the effective delivery of training programs and the development of a modern aviation training institution.

Nichola Kedek is the founder and Managing Director of TOG Aviation College, an initiative established to strengthen aviation workforce training pathways in Papua New Guinea and contribute to the development of locally accessible aviation education following the decline of national training institutions in the sector.

Nichola brings more than a decade of experience in training, stakeholder engagement and workforce development across Papua New Guinea’s aviation and corporate sectors. Her professional background includes roles with the Rural Airstrip Agency and IEA College of TAFE, where she contributed to aviation workforce capability development and vocational training initiatives.

She holds a Diploma of Management from Divine Word University and a Certificate IV in Training and Assessment, and is currently undertaking a Bachelor of Aviation (Airline and Airport Operations) at Central Queensland University as an Australia Awards Scholar. During the College’s establishment phase, Nichola also provides academic leadership, supporting program development and ensuring training pathways align with the workforce needs of Papua New Guinea’s aviation sector.
